RE: test scores, not necessarily. There are many reasons (especially these past two years) why a student didn't submit test scores. Colleges and universities recognize the effects of the pandemic, which is why many went test optional / test free

Can schools see that a student has begun to populate an application to that school before it is formally submitted?

Yes, we can see when students add our school to their Common App even if it's not officially submitted. We call these Common App Starters.

Can I superscore SAT section scores? I heard we can do that in ACT but not sure about SAT.

Yes, we can superscore the SAT, but not all colleges/universities superscore, so you'll want to check with each school to understand their policy.

Is there a 'right amount' of college contact? I heard the more touchpoints a student has w/a college (ex., logs into a college website multiple times & visits multiple times, etc) the more it lowers the college's incentive to offer scholarship money b/c the student demonstrates a high amount of interest. Is there a 'threshold' we need to be aware of or any truth to that?

Yes last year our normal stats flipped. Normally we had been about 80% test and 20% test optional but last year we were about 65% test optional and 35% test. We think we will see something similar this fall.

The tricky thing about college admissions is that it "all depends" -- I've never heard the scenario that you've outlined, but that's not to say that institutions don't do that. It all depends on how a school plans to use their merit money, whether it's specifically JUST for rewarding students for their accomplishments or if it's also to incentivize talent to their institution.Some schools do not award Early Decision students scholarships, since the student has already indicated they will attend that school -- but I've never heard of their interactions with a school decreasing their merit aid.
